ORCA Invites Public Review of Addendum to Environmental Study Report on Millbrook Dam


The Board of Directors of the Otonabee Region Conservation Authority (ORCA) has received the Addendum Report to the Environmental Study on the Millbrook Dam. The Addendum, completed by HATCH Ltd., aligns the preferred option of increased hydraulic capacity and headpond retention of the Millbrook Dam with new Inflow Design Flood criteria.

Dan Marinigh, Chief Administrative Officer for ORCA describes the preferred option as an Ogee Crest Weir, up to 30m metres in length, and a hardening of the embankment dam. “This option maintains the present size and water level of the mill pond which is an important natural feature within the village. Public access across the dam via a foot bridge and other amenities, such as a waterfall effect, are also incorporated in this option and reflect the community values of the site as expressed throughout the consultation process,” says Marinigh.

The Addendum to the Environmental Study Report is available for public review and comment for a mandatory period of 15 days beginning January 21st, 2016. The Addendum to the ESR is available at the ORCA office and on the website as well as at the Township of Cavan Monaghan office, on its website, and at the Millbrook Branch and Bruce Johnston libraries within the municipality.

Subject to comments received as a result of the review and the receipt of necessary approvals and funding, the Otonabee Region Conservation Authority intends to proceed with the rehabilitation of the Millbrook Dam. If any individual feels that serious environmental concerns remain unresolved after consulting with ORCA staff, it is their right to request that the project be subject to a Part II Order by the Minister of Environment and Climate Change. Part II Order requests must be received by the Minister, with a copy to ORCA, at the following address within 15 calendar days following the date of the “Notice of Filing”(January 21, 2016).
